The benefit to running off of an optical output with the mixamp is the ability to do game/chat mixing on the mixamp easily (when doing voice chat), which doesn't work using a built-in sound card.

So I hooked in my amp with USB (power), optical for audio into the xonar and windows keeps showing astro USB device for audio only. I select optical in windows and no audio outputs. The mic works but not the audio.

Set chat to astro usb device as you already have done, then in your sound card audio settings switch the audio to optical out and turn on ddl and you should be all set
