you can drop the pLL voltage to 1.5v and work your way up to 1.9v and see if that makes a difference. Then try the I/O voltage drop it down to 1.2v and work your way up to around 1.4v. Make those changes one at a time and see what results you get.

Also like said before, try with 2 sticks instead of 4.

Alright I'm going to test it now, also when will my computer ever reach the same amount of load as prime 95?

nothing will stress the cpu more than prime95 and that goes for temps aswell.

This is very strange I remember before I could atleast pass 1344 and 1792 now I can't even get through 1 test before a quick bsod and restart.

well from your testing of the pll voltage you should have recorded which value makes more of a difference then while leaving it on auto mess around with the I/O voltage, gain when you find a sweet spot for both, combine them together and see how it goes.

Strange enough my ssd is dead because when I was testing the PLL Voltage it caused the computer to keep on restarting and bsod. I think I'm most stable at 1.85. Also shouldn't I try 4.5 at 1.4 instead of 4.6 at 1.41. And should I enable some of the settings? Because this time you told me to leave it at default.

Have you tried lower clocks? Have you tried LinX? I don't have time to read the whole thread through but this sounds really weird as I just today OC'd my i5 2500k to 4,5GHz with just 1.225V :/
