You do know that the highest windows 7 rates is 7.9. That being said windows rates ram on the amount installed in the system not how fast it is. Personally the windows ratings is a way to get consumers to buy a better product rather than a cheaper one that does what they need just as well. Sales staff would point a customer away from a cheap buy and say dont get that, it only has a windows rating of 3.5 were as for only $300 more you can get this computer that scores an amazing 6.7. The difference between the two maybe a slightly faster processor or two more gb of ram or even a extra harddrive. All in all the ratings were intended to do one thing, sell expencive computers.

Id say that the ram you have while isnt the greatest ram money can buy, it is most likely perfect for what your going to use it for.

For the buck you want to spend:
Not really, although G.Skill is most of the time cheaper and might be a tad better (latency and overclocking).
But even if you go for 2133MHz RAM you won`t see any performance increase.
At least not while you are just sitting in front of your PC
Of course if you benchmark the RAM you will see a difference.
