Video Capture Card Suggestions

I don't necessarily need anything in HD, but having the option open for later would not be bad. What I want to do is be able to capture the monitor of another computer and then re-project it out as a live stream. If that sounds weird, don't worry about it.

I am running video backgrounds for bands. I want to be able to use the WinAmp MilkDrop visualizations that are being generated from vocals/instruments that are being fed into one pc. Then run any type of overlay from another pc. I have it where it should all work, but the one thing I am lacking is a capture card. I am not too concerned with HD at the moment, because I would rather just try it out first.

One question would be, do you think this would work, or what? Would a USB tuner card work as long as I could go from s-video into it? Ideally I would like to get something that could do straight VGA into it, but I don''t know how likely that is to find something in my budget. Thanks for your help!
