No, they aren't related. But you can disable AMD EEU, I've tested month with it on, month with it off - no difference whatsoever. So far it does nothing. Just another service running on boot.
CCC is disable-ble (haha, lol) from msconfig, once I get it unchecked there, it doesn't start its process anymore. Don't know why it keeps starting for you. Maybe another process that is linked? Examine the Task Manager carefully
EDIT: It is highly probable that the process of the notification area icon
is starting CCC again - disable that icon
I always do, it's useless.
