I think that's because CCC is set to auto-start after it has been closed.
I tried finding the service at msconfig, but I only saw "AMD External Events Utility," are they connected in some way?

Don't mess with those settings and they are not related.

In Extracted folder, open Packages > Apps > CCC2

"Open EVERY folder, find the MSI installer and do a REPAIR installation on the program. For 64 bit OS I used ONLY the 64 bit versions of the folders (Utility64 and Fuel64). No reboot was necessary (only operations involving the graphics driver require a reboot)".

No, they aren't related. But you can disable AMD EEU, I've tested month with it on, month with it off - no difference whatsoever. So far it does nothing. Just another service running on boot.

CCC is disable-ble (haha, lol) from msconfig, once I get it unchecked there, it doesn't start its process anymore. Don't know why it keeps starting for you. Maybe another process that is linked? Examine the Task Manager carefully

EDIT: It is highly probable that the process of the notification area icon is starting CCC again - disable that icon I always do, it's useless.

Run Windows Update, install all available updates, just don't install AMD driver from there.

Remove all CCC and Drivers, restart PC the resinstall the whole package. Ignore any error messages you might get and let the installation to complete.

Restart PC then:

Go to folder where the isntall files extracted to. Open Packages > Apps > CCC2

Thats how I do it also, works for me to.

I remember I also had to format/system restore my pc 24/7 if I had used driver sweeper.
