How will you control 3 x 360rad fans?

If you do push/pull configuration is 18 fan!!!!

The idea is to control each side of the radiator's fan as a group.

For 9 fans you need to consider the Amp/Watt.

The consumption of each fan is 0.18 to 0.28 amps x 9 fans per side = 1.62 to 2.52Amp = 19.44 to 30.24Watts per channel

I trying to research this problem and found this:
Cheap solution:

1) Phobya Y-Cable 3Pin Molex to 9x 3Pin Molex 60cm - Black x 2
http://www.performance-pcs.com/catalog/index.php?main_page=product_info&cPath=34_289&products_id=28845

2) Lamptron 50W - 4 Channel Aluminum Throttle Style Fan Controller w/ Multi Color Backlit LEDs - Black (FC-9)
http://www.frozencpu.com/products/14172/bus-284/Lamptron_50W_-_4_Channel_Aluminum_Throttle_Style_Fan_Controller_w_Multi_Color_Backlit_LEDs_-_Black_FC-9.html?tl=g47c17s817#blank

Price : $80

Out of the moon solution:

1) Phobya Y-Cable 3Pin Molex to 9x 3Pin Molex 60cm - Black x 2
http://www.performance-pcs.com/catalog/index.php?main_page=product_info&cPath=34_289&products_id=28845

2) Aquacomputer aquaero 5 XT USB Fan-Controller, Grafik-LCD
http://www.performance-pcs.com/catalog/index.php?main_page=product_info&cPath=36_48&products_id=31993

3) Aqua Computer Poweradjust 2 USB - Ultra Version x 2
http://www.sidewindercomputers.com/aqcopo2usbul.html

Price : $350

Any other idea? how you will do this?

Of course u can split the 18 fans in group of 2 or 3 fans and use 9 or 6 channels and the options will be infinite. lol

I would get the quietest fans in the market for that matter. 18 fans is a lot if you want to get a fan controller for all of them even with splitters it will suppose innacurate readings in the fan controllers

I see. You suggestion is with 18 fans the temp will not change too much in order to justify controling each fan?

honestly, i'd set each rad for it's own channel, but be warned running a lot of current through thin wires isn't that great of an idea, they will heat up, maybe not enough to melt the pvc coating, but it'll make them pretty warm
