Strange overclock problem

So I just finished my first build a week ago, and today I am attempting to overclock it. The issue is that I cannot get a straight answer anywhere. In the bios I have set the cpu frequency to 4280 Mhz, but vista says it's at 5.8 Ghz (which is clearly not right) Also the gigabyte software that came with the mobo says 3.5 Ghz and cpu-z says 3.3 Ghz. The windows experience index for the processor was 5.9 without any overclock and has not changed throughout the entire time of gradually increasing the speeds to 4.28 Ghz. Anyone have any thoughts/ideas?...

for me that was "enable real time changes in OS" if you disable that, windows will not see your overclock, but cpu-z and easytune 6 will.

with that setting enabled, windows also sees my cpu @5800mhz, no matter what it is actually clocked at.
