The JVC RX700 + Zalman clip-on mic combo isn't bad, but I would go with the Samson RH600's and a cheaper clip-on mic. Total comes out to be slightly more than $50, but it's worth it. The RH600 will have a wider soundstage, which is better for gaming, and will be more neutral-sounding so explosions won't drown out footsteps and stuff. I have a set of these and couldn't be happier with them.

Bump. Increased budget and did a little re-thinking regarding the requirements.

You have 100 dollars to spend. Spend it on an XtremeGamer (30), RH600s (50), and the rest on a mic of your choice, probably Zalman.

Everyone is suggesting headphones only, but what I think they underestimate is the value a sound card places in FPS gaming. I used the AD700s without a sound card and the effect was meh. I added a sound card and positional cues were infinitely higher.

While I'm not a fan of the Xtreme Gamer, I think it would be the appropriate card here.

Right now I'm running a Sound Blaster Audigy, so I'm not stuck with integrated sound.

The RH600s look like a nice option, but I don't know how I would feel about the design inside the can. Is it basically a supra-aural pad inside a circumaural can?
