2 cards are easier to cool than 3, plus its the same effect as having 3 cards in your system (power)

just get a 6950 with dual bios and unlock the shaders + get the 6990

this is what i would do now, and in the future if you want more then sell the 6950 again and get another 6990 to run a quad system with 2 cards

the 6990 is essentially factory underclocked to stay within the 300w TDP limit. otherwise, they'll have to sell the card as an "out of spec" unit. once the card is in your hands. you can do whatever to bring the power back up to the designed limit. further proof that this is more of a legal issue then a design issue, here is abit of info on how XFX sees the card.
