Puzzled with 1090T

So I am trying to finish up OCing my 1090T. I have what I think is stable with no BSOD and the temps are fine. But one problem, when stability testing with full load the core speed drops way down because the multiplier drops to 8x from 20x (as u can see in the picture.)

Anyone have any suggestions how to fix this?

You say load temps are fine, but what are they? Looks like CPU throttling.

Also for now, insure that Cool'N'Quiet is disabled in BIOS until you get your clock stable.

How have you determined that the CPU is stable. What stress program and how long?

My temps do not go over 54 deg and Cool n Quiet is disabled. I have been using Prime95 but it will only go for about 10 min before the drop in core speed happens. I have tried disabling LLC also. The picture is with it enabled, but both ways I get the same result.

54C "Core Temp" ? What program are you using to read temps?

Don't put an offset, what is Core Temp reading without it?

I had this issue when I had my H70 installed, it is probably throttling. What is the CPU temp(not core temp) When my CPU socket temp would hit 60*C it would start throttling, trying to keep it from hitting 62*C. As said before, also make sure Cool 'N Quite is turned off, but that really shouldn't matter since it would be under full load anyway.

The temp with no offset stays around 44 to 45 deg

"CPU Temp" is not accurate under load (7-10C off), read my guide if you have questions about this. Your experience just means that you were experiencing throttling around 50-55C which is entirely possible. The 62C limit is on "Core Temp".
