This is a pretty good build couple modifications though
GPU- Go for a 6950 2gb or a 6970 2gb buy this used if possible to save money. Preferred manufacturers for AMD cards is sapphire. If your green team choose the 560 ti or 570
RAM- You will find a better deal if you haunt the deals section you're just looking for 4 or 8gb preferably 1600 and cas below 9 but 1333 cas9 is fine just not ideal.
Case- Personal preference, I don't like the look of the Phantom I think Corsair's carbide series is pretty awesome might want to try to find a deal on the 400r
CPU cooler- buy this from the for sale section here look for hyper 212+, mugen 2, venemous x, silver arrow, or D14 the newegg price for the D14 is insane.
PSU- The seasonic x750 is on sale it is better than the hx750 and cheaper (with code)

Keep the Extreme3, drop the NH-D14 to a 212+, and then throw in a 580. A 580 is going to blow any other card you mentioned out the water, and since your friend is going hardcore gaming, the GPU is the LAST thing you want to crap out on.

Pretty much this.

I would change the PSU though to the SeaSonic X750. It's $20 cheaper at the moment and...well...better.

I also would get the Low Voltage Sniper series RAM by GSkill. It's at 1.25V, and since you said your friend is going to be OC'ing the RAM, you want that low voltage.

580 not worth it imo, an overclocked 6970 or gtx 570 rips through games and when the next series comes out you can just buy another and sli/crossfire and be set until 9000/700 series

Edit (see below) @vitality: name one good game that an overclocked 6970 or 570 can't comfortably play @ 1920x1080

@Vitality: How did you do the thing where you changed the link to a name?

No PCI-E 3.0 which ivy bridge will have.
After you create it you can edit the non-url part to whatever you like. Or, type what you want to say and select it and then add the hyper-link and it'll apply it to the selection.

This is my build recommendation:

I don't know much about that mobo I included but it has good reviews and looks good to me. This leaves you with $200 for an SSD + Monitor, but you could get a ~$150 mobo to leave you $300 for the SSD + Monitor.

Honestly if you have a $1500 build and don't have a 570/580/6970 in there something is wrong.

Unless you have 2 6950's of course.
