it's bad... coz your cpu uses 1.475 for 3.6ghz turbo do you know that !?
use at least 1.5v to reach 4ghz ... and if you want to stay on 3.9 stay with 1.475!

If you're overclocking, I would imagine Turbo is already off (if not, the first thing you should do is turn it off). That said, I need only 1.45 vcore for 4.0 GHz 24/7 stable (tested by running Prime blend for 24 hours and then 500 passes of LinX with max memory). Of course, not all Thubans are created equal. Just keep playing around with it and see what happens.

Worth mentioning is the fact that my Gigabyte board doesn't have a setting for Load Line Calibration. You may have this setting in the BIOS with your MSI board. You'll need to see whether LLC is on or off and tweak your vcore accordingly or switch the setting.

grr..i'm jealous of the newer amd chips..umm..i'd "tint" the heatpipe side with TIM and a credit card..(or something like that) i keep a couple..and put a pea-sized drop on cpu..then squish it in..and secure cooler..you could try a fan upgrade..but i doubt it'd make much difference..btw..well..at least the chip i have..likes to stay 55c or under..some people experience temp instability over 55c i'm guessing your chip can take a few more degrees,though..i have a LOT of different air coolers..the best ones for amd were the core-contact freezer 120..and the silenx "effizio"

any reason there is a huge difference between voltage I am setting in bios compared to what cpu-z and hwmonior are reporting. I set 1.465 and i am seeing 1.495 However I am 20 minutes in running prime and stable so far at 4.0ghz. Also so far my core temps are 50C

That must be LLC. You can try turning it off in BIOS, but then you'll need to bump the vcore up a bit because of vdroop.

I can't find that anywhere in the bios. I did however find spread spectrum but it is disabled. Any idea if they used a different name?

The 212+ will take you a certain ways, but I recommend going backwards, so long as you are using the MSI 890FXA-GD70, which is known for failures on Phenom II x6 processors.
