to get fan speed do you need 3 wire or 4 wire

The third wire reports the RPM. The fourth is for PWM control.

If control is what you mean well, both.
3 pin= controlled via voltage
4 pin= via PWN
Both can be monitored.

You actually don't need the third wire to control a fan via voltage.
