probably won't help, but try physically removing the CMOS battery and pressing the start button on the board.

Your HSF plugged in to the mobo? Absolutely sure the CPU is seated right? Triangle in the right corner? Do you have any other CPUs lying around you can try? Sorry for stupid questions. I can't think of anything. Mine worked okay.

Remove the power cord to your PSU or turn it off. Remove CMOS battery and let it sit for awhile then try again. Our builds are crazy alike.

[Edit] Are the fans on your HS running? I'm sure nothing appears, but does anything appear on the screen? Or is it just stuck on the CPU LED?

[Edit] its just stuck on the CPU LED and the only way to turn it off is to switch the PSU and yes all the fans work CPU Fans and Case fans

Yeah, I had a problem with the RAM not being fully seated. Happened to me all the time with the V and IV for some reason. I don't know of a way you can tell if either is DOA without having spares to check either of them. Sorry pal, best of luck to ya. If I think of anything else i'll pop back in.
