If your choice was between the Gigabyte 6950 Windforce 1gb and the Gigabyte GTX 470 SOC, which 1 would you buy?

Out-of-box performance comparison
When both are at stock speed, HD6950 1GB leads GTX470 by about 7% at 1920x1200.

The GTX470 SOC is factory overclocked from 607MHz to 700MHz. This 15% overclocking translates to ~12% fps increase.
The HD6950 OC is also factory overclocked from 800MHz to 870MHz. This 9% overclocking brings in about 7% fps increase.
So, for an out-of-box comparison, GTX470 SOC trails HD6950 OC by ~2%. This is just a negligible figure.

Further overclocking potential
For GTX470 SOC , the average is about 810MHz (Guru3d-800, Hardwarecanucks-831, Hexus-770, legitreview-838) which gives another 16% more.
HD6950 1GB OC has very few reviews. One Ukraine site overclocks to 925 without voltage increase. But this one data is not enough to draw a useful reference.

Cooling and Noise
Now the 2 cards have similar cooling design.


Conclusion

I personally will give the GTX470 SOC a slight edge due to its probable higher ultimate overclock and the small VRAM advantage.

nVidia tends to gain more performance from overclocking than AMD, but in this scenario, I too second the GTX 470. It may be a generation behind current Fermi's, but it in no way a slouch. Now, if this was a 2Gb 6950 against a 1.2Gb GTX 470, I would have vouched for the former, given the VRAM advantage and clocks people are getting out of models with the 8-pin and 6-pin (MSI TF, Asus DCII) with improved power delivery.

The gigabyte one doesn't have voltage adjustment just Fyi.

You can't adjust the voltages for the Gigabyte 6950 1GB like the 470 SOC?

There doesn't seem to be a way, so the 470 would be the best choice if you're looking to overclock right away.

I'll be gaming @ 1680x1050. I'm leaning closer on buying the 470 SOC. Should I go for it or can somebody give me a logical reason on buying the 6950 Windforce 1GB

The only reason you'd buy the 6950 is for its quiet cooling, lower temperature and lower power consumption for the less or equal the speed of the 470. It's already clocked to almost the same speed as a 6970.
