Exactly, it provides another path for the GPUs to draw the motherboard part of their power use. The EVGA power booster is a way to do the same thing if your board doesn't have such an onboard connector.
And, as Phaedrus has said, no-one independent has done enough testing with one to show if it does help or not. If you do stick with your current board model, then do get one, and see if it does save your board from a melted 24 pin?
We'd love to know if it works.
