Those LEDs would be so stylish in my completely closed off PC case. So stylish... The factory OC is pretty awesome though.

I agree with the above statement. Besides looking more neat how are these better than their PCS+. I admitt these Devils look more neat but I don't see really any difference in cooling or performance. It looks the same with all specs as the PCS+ but with a new shroud and a faster factory overclock. I run both of my PCS+ cards at a core of 965 and mem at 1475 and I can play all my games without any problems of any sort. Both cards don't exceed 65 Celsius either. The bottom card will reach about 65 tops and my top cards reaches around 55-58 give or take and that's with the fans set at automatic. My room is mostly around 69-70 F. I can play many games also with core at 990 and mem at 1460 but crysis 2 doesn't like that and neither does sc2 so I keep them both at a reasonable overclock that works with all my games

I presume you didn't read the source article?

The Devil 13 HD6970 is built with solid components; including 12 phases design, direct FET, high current power beat and proadlizer, enhancing the power frequency and offering superb stability and reliability voltage for GPU with minimum conduction losses and lower temperatures at load. These components deliver the steadiest and most secure power to boost for gaming performance.

The Devil 13 HD6970 includes voltage measurement points for gamers to measure and monitor the GPU voltage by multimeter. The Devil 13 is also pimped out with LED lighting signals that show the working status of current GPU, delivering a stylish experience while gaming.
So basically, its similar to Gigabyte and their SOC cards which generally have a 12phase design, LEDs on the back and proadlizers and voltage read points.
