Far from a fun place to work so, it's more/less understandable.
When you're so far behind schedule you kind of have to 100+ hour work week. From what I've read (so it could be any nonsense) Team Bondi were so far behind schedule that Rockstar basically had to take control of the project and had to enforce these terrible hours due to poor work ethic.

I think there's a point where you have to accept the fact that you're playing a video game and that gameplay elements, when compared to how things would actually happen, will seem downright silly.

That being said, L.A. Noire's gameplay was lacking in execution IMO. The flow of the game also wasn't at all how I imagined it to be back when we saw the original trailer. I was expecting a gripping drama from start to finish akin to The Big Sleep, The Maltese Falcon, Vertigo, etc., but instead we basically got The Life and Times of Cole Phelps.
