Honestly, get a new PSU. Even if your PSU managed to get by with GTS 450, you are pushing it to the limit. Get a quality PSU with single rail.

Is rosewill on the list of recommended powersupplies?

If his card needs 8A max, that's 96w max. Shouldn't be a problem on a 430w.

If I SO get the PSU and GTS 450, I'm going to have to go without a new monitor and my monitor has a max res of 1240 x 1024, is that good for another year?

You can think of it this way: if you stick with your crappy current PSU and it blows your entire system (I've seen it happen personally) your shiny new monitor won't have anything to run it.

Get the new PSU. Something quality, maybe a little higher wattage than you think you need just so you can be sure it'll hold up to future higher-draw upgrades. Seasonic S12II 520 / 620W, Antec Earthwatts 500 / 650W, etc etc. Make sure it's 80+ certified.

one thing everyone should agree on is never skimp on psu I have heard of many problems with using peak ratings of a psu continiously and blowing not just the psu but the entire system
I had a friend experience that I think after a psu failure we tested everything in a separate system only to salvage the hdd and ram
Lesson you can never have an overated psu

Two problem with his PSU,

* Unknown brand
* OP PSU has multi-rail for 12V. We don't know how PSU splits CPU, PCIe, SATA, and Molex among those two rails. OP could've easily went over the ratings on each rail.

The quality of Rosewill Green and HIVE series PSU are pretty good.

Go with PSU and GTS 450 for now. I'd rather have some comfort that my PSU is a quality one (bad quality PSU can kill your PC gradually).
