im a student so i need something cheap to start with and will gradually upgrade components over time to hex core and a gtx-line card with quality psu. anyways, is this a good starting point for a desktop (and don't deter me away cuz im still buying it if it sucks lol)

most importantly, will today's top of the line video cards severely bottleneck on 4gb/s pci express x16? i was thinking like a 6800 or gtx 500 series type card that would possibly bottleneck.

Actually that is an ok deal...you could get a little better quality parts if purchased separately.

I don't think that the PCI-E bottle neck is going to be your problem. I can't find the motherboard but if it comes with only an athlon II at 3.2GHz I dont think that motherboard is going to support a Phenom II in either quad or hex core because that athlon is only a 65w processor and the x4s and x6s start at 95w and often go to 126w. Additionally I don't think it has much capacity for overclocking either. I would recommend that you build your own. It would be slightly cheaper and you would have a lot more options
