the audio interface is what you need for that. how many inputs are you going to use? just one mic?
audio interfaces are also sound cards. there is a PCI one, a USB and a FireWire. they are basically one of the important thing in recording studio's.
latencies are like the timings in RAM/Memory. lower is better. now for example if you are going to monitor your vocals with Reverb, Vocal Compressor with your latencies set to LOW, your vocals will respond quick along with the effects you picked.
