It gets a "Qualified*" YES, as it has the DUAL BIOS Switch on the card. It's Cheaper at NewEgg too btw Sapphire DIRT3 Edition @ $245 after MIR, BUT ... *read my Post #28 - http://www.overclock.net/amd-ati/111...locking-3.html meaning the chance at it Un-Lock has gone from FAIR to SLIM to NONE almost now.

If the Toxics don't ever come back the Sapphire 6970 looks like a pretty sweet deal and also can I CF it with my Toxic without any issues even though mine is locked?
