Video Conversion / Compression software

Hey everyone,

I've been recording a bunch of short 30 second clips with Fraps, and I need a program that can reliably down-sample the recordings from 1920x1080 to 720p. I also need to change the file format from .avi, due to file size constraints (I am putting these videos into a drop box with my friends so we can compile all our videos.)

I don't care if I need to pay for a program; just looking for anything.

Edit: I was also looking for a program that would let me walk through the video frame by frame; as I was looking for screen shots so I can make a banner for my website.

Camtasia, You have to pay for it. It is a great editing software that i am pretty sure will let you downscale the overall output ( Please don't just take my word for it about the scaling) It also is easy like iMovie -_-.
