Do the intel CPUs come with thermal paste already on them, or at least on the heatsink?

The stock intel heat sinks do.



Chips never come with TIM on them.

Although the Thermal paste supplied...along with the Stock heatsink and fan should be thrown in the trash immediately after opening and replaced with something/anything. Which will provide better cooling to prolong the life of your chip
