Which would you choose? Anything else decent in this price range?

The Mugen 3 is not a bad Cooler at all, but the HR-02 Macho is pretty much unrivaled in his price range. It should be quieter AND cooler than the Mugen 3.

Also I think I saw somewhere that it requires a different bracket for ASUS & ASrock? Is this available yet?

I can only speak for the German distribution,where it already comes with the alternative asus bracket.
you can mount two fans, but:
1. you need to buy an extra pair of fan clips
2. depending on your case etc, there might not even be enough space between the heatsink and the exhaust cooler, becauseof the assymetric build of the HR-02:

this aint a bad thing though, because your exhaust fan basically works as a second p/p fan.

What I would do is forgo my case exhaust fan and get a second TY-140 to work in its place

Not really. The Mugen 3 is just enormous in all directions. It's like a cube. Good heatsink, but not in the same league as the Macho. The Macho traces its lineage to the original HR-02, which was a $75 cooler. Slap a killer fan on it and cut the price in half and you have another winner from Thermalright

you are thinking about the Mugen 2 or the Ninja 3, the Mugen 3 is a bit slimmer compared to its predecessor:

You can put 2 fans with 120mm holes. Don't know if it comes with one or two pairs of clips.
