CPU FSB and Multiplier Issue (X4 955BE)

Hi guys!

I'm new to this forum, I've been looking for some help for this issue for quite a while now.. A friend of mine told me about this site, he said I might find the help here, so here I come.

I've recently bought a new comp, it's a AMD Phenom II X4 955 Black Edition, and I'm using (for now) a Foxconn MB model APM80-D3, I plan to change it once I get a new job.

This processor is supposed to be working at 3.200Mhz, but I am having 3192Mhz, the AIDA64 Software says CPU FSB is 199.5Mhz (Original 200.0Mhz).
I wanna know why it's 199.5Mhz and not 200.0 if my other friends who have AMD Phenom processors get the exactly performance described on the box..
Also, another weird issue, I think it may be the motherboard. When I turn my computer off, the processor clocks goes from 3192mhz to 800mhz, the CPU-Z software shows 199.5mhz and the multiplier set in 4x, and then I have to open AMD Fusion software and change the computer power settings from Max Settings to Power Saver to reset it and the to Max Settings again, after that the CPU-Z shows 199.5 and the multiplier set to 16x, any of you have any idea why is that happening and how I can fix it?

CPU-Z also shows HT-link on 798Mhz, which goes down and up a bit, making the CPU Clock to do the same, is that related to my other issues too? I'm newbie to those things, I'm still learning and I'm aware that I still have lots to learn.

So in a short form, what exactly I'm trying to do here:
I wanna know how can I put my CPU FSB at 200.0mhz which it's how it's supposed to be and why the clock multiplier goes from x16 to x4 everytime I turn my computer off.
Also if those 2 issues are because of the low quality motherboard I have.
I have tried stuff thru motherboard bios setup, but I could not find anything that allows me to change fsb, frequecy or anything like that...

MB: APM80-D3 (PCWare, made by Foxconn)
PSU: C3 Tech PUF-400s (400w real power)
GPU: XFX Radeon HD 6870 Black Edition
RAM: 8Gb DDR3 1333mhz Kingston (Dual-Channel)
HD: 500Gb SataII Seagate (forgot the exactly model, but it's a 7200rpm one).



I'll be reaaaaaaaaaaally happy if you guys can help me on this one

Disable Cool N' Quiet and C1E options in the motherboard BIOS.

These features allow the system to change processor speed (throttle) depending on need. They can also, in my experience, cause slight frequency abnormalities.

I tryied to do as you said dude, but it didn't worked
I turned Cool N' Quiet off and the C1E was already disabled (no, i've never changed it, it's like that since I bought the mb).
I turned the pc off, turned it on again, there they were, 800mhz processor clock, x4 multipliers only, CPU FSB 199.5mhz, and the comp is set on power options to max performance, I had to do that thing with AMD Fusion to set the multipliers to x16 again...

It does not sound like your mobo is overclocker friendly. Is this an OEM mobo from maybe an HP or Compaq or some other large consumer company? I know it is Foxconn, but FC is one of the largest electronic component manufacturers in the world, they make stuff for almost EVERYONE. Usually those "store-bought" boards wont let you do very much.

I've seen throttling on other PC's with OEM mobo's, even after you disable CnQ and C1E.

If you could manually set the FSB, you would probably be ok, but it sounds like your board is just a little off. You could always try the Reset CMOS Jumper on the board. I had an Asus board that went all crazy on me after some late night suicide runs, had to reset CMOS.

Honestly, your not going to miss the 8MHz, and the throttling only helps you save power. When any software actually calls for the horsepower, its going to increase the multiplier automatically.

Well, I bought it, I even have the box.
This board is made by Pegatron, but here in brazil PCWare sells it.
AIDA64 says this board is really some OEM board.

Somehow, after changed it, I cannot seem to change the clock to 3192mhz again, I even set Cool N' Quiet again, but it doesn't change form 798mhz now..
I cannot change FSB manually, the mb bios do not gives me this option, so I dunno how to do that.

Do you have any clue on how I can identify the CMOS jumper on the board?

Well, I cant speak Spanish but I can read enough (if you call it even reading), unfortunately I did not see a manual on the vendors site for the APM80-D3.

A little research tells me that Pegatron makes OEM boards for HP, Dell, and a few others. They were/are a spinoff of Asus. Pegatron has most recently been charged with helping ASRock with their lineup. PCWare is as you said, basically just a vendor.

Anyways, the CMOS Jumper should hopefully be in one of the 2 areas below. It is usually 2 or 3 pins with a small clip attached. It is most commonly near the CMOS battery. Often, to reset, you either remove the clip, or you move it to the adjacent pins. You can also remove the battery for a few minutes, replace, then reboot. Totally normal. Some vendors purposefully bump the clock a little to make sure people aren't put off by this. Other times it has to do with the multiples used to get the clock, where 300 say not truly 300 but 299.9999999 etc.

I've tryied to find a manual, PCWare website doesn't give any, nor foxconn or Pegatron.

Did somebody forced you to come and read this? I asked politelly for those who might know and were interested in helping, and Baskt_Case kindly offered himself to help, which I really appreciate.
Doesn't matter if the 7 or 8 or 10 mhz will makes no difference in the performance, I paid for a 3200 and I'm having 3192, while my friends who have both the 955 like mine and a 965 have exactly what is written in the box, not 7 mhz less or more.
Plus, I want to do overclock, but right now I cant, I need a decent PSU, which I cannot afford now.

CPU fsb's 'float'. My 965 when set to 200 actualy runs 201.3. It's all depends on the CPU, mobo and psu. If that 7mhz is an issue, set fab for 201.

My 955 floated as low as 198.1 but my 965 floats high. Luck of the draw.
