The Clocks aren't suppose to change on the DIRT3 card with the 2nd BIOS Flip switch !!!
... 2nd BIOS on the card IS NOT a FULL HD-6970 BIOS ... no one ever said that, and if they did they're WRONG !
it's the same 800/1275 BIOS but with the 1536 Shaders Unlocked. you have to MANUALLY OC' the DIRT3 card to reach HD-6970 levels and above.
Maybe someone posted about FLASHING a HD-6970 BIOS onto their DIRT3 Card and that confused you ?
Sapphire installed TWO Factory BIOS's on the HD-6950 DIRT3 Edition card.
Positon #1 - a standard HD-6950 = 800 core / 1250 memory / 1408 shaders
Positon #2 - a standard HD-6950 w/ Unlocked Shaders = 800 core / 1250 memory / 1536 shaders
It's the Sapphire TOXIC HD-6950 card that come Factory OverClocked to match HD-6970 levels ...
Positon #1 - a OC'd HD-6950 = 880 core / 1300 memory / 1408 shaders
Positon #2 - a OC'd HD-6950 w/ Unlocked Shaders = 880 core / 1300 memory / 1536 shaders
Hope that clears that up

Went and tried to flash anyway, and the card didn't boot in position 1 : \
Fortunately I've got inbuilt VGA so I can flash back, but I deleted my backups, so hopefully the ones in TechPowerUp's database will restore my previous functionality...
