Enable Overdrive in CCC then Power Setting +20%. Try that.

This odd, I disabled ulps and now my crossfire is disabled. When I stress test only 1 gpu goes to 100%. It did fix my overclock issue though...

Disable ULPS. In crossfire, if ya don't disable it, you will BSOD as soon as you change clocks with AB. This is AB 101.
