nope overclocking SB is independant from the RAM, so it's just a case of increasing the mulitplier and leaving the bus speed alone. 1600mhz does seem to be the sweet spot for sandybridge, anything higher wyou won't really notice it only in benhcing ie super pi, wprime, pifast etc (2d benching).

If you're not benhcing, higher speeds does make a difference, timings not so much, but the difference is hardly noticable.

If you take a look at the thread I linked, you'll find a few handy articles explaining it in depth.

One thing I noticed was the 850w PSU, it is a fantastic unit and build quality is excellent, moduar and able to handle the 570's with ease, however you could probably get a semi modular and a 750w which will be enough for SLI 570 and you could save a little $$ and probably invest in a better cooler like the Silver arrow or NH-D14 or may be even closed water based coole's such as the antec kuhler series or the Corsair H series. Don't get me wrong the 212+ is an excellent budget cooler able to handle overclocks upto 4.5/4.6ghz providng the chip is not voltage hungry, however with a better cooler you woudl be able to overclock higher and maintain good temps providing that the chip has the potential.

As andrew mentioned the F3' are very siimilar to the WD blacks. I pressume the ssd is for a boot drive, you could probably just get a cheaper green WD drive for storage which will probably be a little cheaper.
