HD5670 Not performing well enough

Hello, this is my first post here

I have ATI Radeon HD 5670, which is not anything fancy, I know. But I think it's underperforming for some reason, because whenever I look at gameplay videos with this card and similar setup, the game always run much better for them.

Also, I had to install my card on X4 PCI-E slot, because for some reason X16 didn't work. From what I could understand this shouldn't be a huge loss in performance for this card, please correct me if I'm wrong.

I'm not fully sure it's the graphics card which is causing this, but it does sound most likely.

One good example would be game Just Cause 2, people with same card, and very similar CPU can run the game really well on high settings. Mine runs on low settings with quite low fps.

My setup is:
Mobo: Abit IL9 PRO
CPU: Intel Pentium Dual Core e6700 3.20GHz
Graphics: Ati Radeon HD 5670
Ram: 4GB (2.87 usable according to Windows)

Well the x4 pci-e slot would have a noticeable decrease in fps. Depending on the game it can drop by as much as 40fps on a 6990. That doesn't necessarily justify the performance hit you seem to be getting though. Also I found a youtube video of someone getting very unplayable framerates on max in JC2 with the same card and similar cpu.

The x4 doesn't matter with such a low-end card. It definitely sounds like something's wrong with your setup because of the similar setups' performance.

I've been thinking maybe it's the motherboard. It appears it's pretty bad, could mobo cause these problems? Are there any specific options in BIOS I should take a look at ?

I tried looking around, but I didn't find anything.

Also, I've been thinking maybe it's CPU's fault. Because I used Bechmarking option in GTA IV, and it showed like 95% CPU used, and 70 GPU.

that is your biggest limit.
It wont matter if you have an HD6990 if you only use 2gb ram.
Change your windows to windows 7 64bit and use all of the 4gb ram.

i dont know where you get your information from. it makes no visible difference between 16x 8x and 4x, its as little as 5-10fps nowhere near 40.

x4 will bottleneck higher end cards. x8 not so much.

I am already running on 64 bit. I read that my chipset doesn't support 4GB.

My resolution is 1440x900. Also, I have tried lowering it, doesn't help much.

Also, something strange:

I used to run on Pentium dual core 2.0GHz and my CPU's windows experience index score was higher. How does that make any sense ? So that too made me think maybe the the problem is with the CPU and not GPU.
