hi, so i recently tried to replace my video card (X1600) with a hd 5670. when i boot the computer the screen does not recieve any signals, the keyboard does not light up, and the mouse doesn't light up.

I believe its a power problem because all the fans are running inside and the computer is running, but maybe it isnt giving enough power to power the mouse, keyboard, etc.

However my power supply has the dc output of 400W and my video card requirement says 400W, so i thought it would be ok.

I've switched back to my old video card and i need help to figure out whats wrong with my new one.

Try "snapping" the video card back into place, the same problem happened with me once. Gently push the card into the slot till you hear a click, however, don't force push it in. Try cleaning the gold connector fins on the card with isopropyl alcohol if you have any. Another way would be to disconnect all the parts and individually reconnect each part and fire up the computer, that had fixed my problem. If all else fails then you need to see if the card is being detected at all. Connect your monitor to the onboard graphics and boot up the computer with the 5670 in the pcie slot (configure the video priority to onboard graphics in the BIOS). Once the computer boots into windows, go to device manager and see if the 5670 is being listed.

Check towards the back panel of your mobo. It'll be right under your USB ports. It'll be either a VGA port, a DVI or both.

the only thing that provides those ports are the actual video card for me.

Bummer, your mobo doesn't have an integrated IGP. Do you have a friend's computer you could maybe try it on? There could be a chance that the card is DOA.

Is that black slot a pci-e 16x slot? i can't really tell. i was having this same problem until 2 days ago myself. but mine turned out to be that my cpu fan wasn't spinning up properly.

Yeah it's a black pcie slot. The fan spinning problem (asssuming the OP had one) wouldn't cause the 5670 to not boot up as the other card is working just fine.

True enough, PunkX. Which psu do you have, drd? I'm far from en expert around here, but I hear that not all power supplies are created equal and that some don't live up to their reported wattage.
