Ok, i don't know what is better.
And the last question - max safety voltage is...?

as far as i have read max safe voltage would be in the range of 1.2-1.25
and 1.3 for watercooling

You CAN'T ! ... only the 2GB 6950 Cayman BIOS GPU chips that have not been Laser cut even have a CHANCE at Un-Locking, AMD has started to run out of those chips it appears as they ready for the release of the 7xxx series, and has started to replace them with the "Antilles" Bios Chips that have ALL been LASER cut as far as I know. We've been seeing more and more reports of this on DIRT3 cards lately, but also XFX and I'm sure other brands ... so Sorry man but I think you're out of luck there, you still have a nice HD-6950, and you can OC it to get Performance Gains, you just can't do BOTH Un-Lock AND Over-Clock your card, sorry.

^ i guessed as much but no biggie as the card is nice and OCs to 900, 1400 on stock. Can also hit 1000, 1500 with 1.18v
