New card possibly broken?

First off hello, im new sorry if this is in the wrong place, couldnt find any sort of "tech support" type section.

system specs:

GA-H55M-UD2H Motherboard
ATi HD 6870 GPU
SHAW Viper 1200w PSU
Intel 661 i5 @ 3.33GHz
2x2GB Kingston RAM


Problems: (sorry its quite long)

a while ago my computer randomly wouldnt turn itself on, it would turn on for 5 secs and turn off, another 5 secs turn on and would repeat indefenitly. i took out all the ram, the gpu and all psu plugs. seemed to fix the problem.

this past week my computer has been freezing a few times a day, first only when i would move a window into the far right or left sides of the screen to maximise that window. it got worse and the whole screen started to split. this is kinda hard to explain.. the left side of the screen was on the right and the right on the left and in the middle a black line. everything functioned as usaul but the screen sort of pushed itself out of one side and in through the other like a teselation.

today things were getting worse and started to freeze in game, mostly black ops. and now it has stopped booting properly. on boot the spash screen shows a really bad dead pixel effect, and after selecting my OS (i run both 32 and 64bit) the windows 7 logo appears and a black screen appears and nothing happens - tested on both 32 and 64bit. however it runs fine in safe mode (im using safe mode at the moment)
also when i take the card out and run off of the onboard gpu everything works fine. (exept i have no drivers and cant find my motherboard cd :/ and none of the online drivers seem to work)


im also thinking it could be a power supply issue. it was a cheap 70$ off ebay.
and it could be the pci-ex slot has broken somewhere from exessive use pulling in and out parts. (my last mobo the pci-ex slot broke)

EDIT: also probarbly worth noting i actually underclocked my GPU to the lowest settings avalible, when i first installed it and 9 hours later when i finally got it to work i would get errors every 3-5minutes telling me my display driver has crashed. underclocking fixed it.
EDIT(2): again forgot to mention i currently have no side on my case as it wont fit with the graphics card power cables connected.

And try another card in your rig!

i would but theres nothing to test them on :/ i dont know anyone within 500km of here that knows that a pci-ex slot is, much less actually having and letting me pull their computer apart to test it.
