If you have a different harddrive try that. If that doesnt solve your problem then i would try and replace the sata cable.

If all else fails try using 1 stick of ram and see where that gets you and do a CMOS reset and try again.

Also try a program like HDDTune or something to see if there is any bad sectors or corrupted files on your OS drive.

yeah, you do need to be running this as bare bones as possible, so we can start eliminating stuff.
a screen shot of task manager showing all the processes would help as safe mode has reduced the boot time, but its still a bit slow in my opinion.
you say its a stock psu (my guess would be about 400w) anybody know if all those fans plus raid would put a strain on that and cause issues such as a low boot time?
can you disable the raid?

No i did not i am going to try 1 stick of Ram, Boot HDD , CPU fan and thats it. But should i UNplug my Card reader? Just incase the Card reader been in there since i bought it

The hard drives are not in RAID. All the motherboard is saying is that the user can press Ctrl+ to enter the RAID setup utility.
