Doubt this would help now but here goes:
1) Turn V-Sync off to allow your FPS to 'Unfreeze' from your Monitors native Refresh Rate (60Hz = 60FPS with VSync on).

2) Put Fullscreen on will give you a huge improvement, I have WoW on Ultra Everything DX11... and on Fullscreen I typically get 100FPS whereas Windowed I get 50FPS.

3) Add-ons May have an affect on your FPS, Depending on how many you actually have installed and/or some may be corrupt which is causing you to lag slightly (Happened to me with Auctioneer as a matter of fact :/ ).

4) WoW is not CPU Intensive at all....Don't know where that has came from, Yes it is limited to 2-Cores but that doesn't generally result in lower FPS.

5) Generally in Crowded places E.g. Stormwind, Dalaran etc. You will see a Performance Drop as you are loading every player aswell, I drop from 100FPS > 50FPS in Trade District evidentally.

6) As other users have suggested, You CPU May be bottlenecking your 580, What a Beautiful Graphics Card with such a low CPU in comparison.

7) If nothing helps with my information I would try:
Graphics Card Driver Update.
Add-on Uninstall and Reinstall (Remember to copy over your settings for them, Can be a pain especially for UI Add-ons)
Full Reinstall of Wow. (You shouldn't need to do this or WANT to do this (: But still Its a suggestion nethertheless).

EDIT: After reading EVERY post I think that there may just be a bug. Although, I have supplied some helpful information if any future problems occur ^___^

I hope you didn't buy that card just to see improvements in Wow. It's well known that regardless of your gfx card Wow is poorly coded in utilizing today's multi-core processors. Graphically it's not demanding, but your cpu is loading everything around, which is why in a busy city it dips down.

I also have the same problem using the GTX 580.
When i'm in Orgrimmar, my FPS is around 30 with the GPU working with 30% usage, and the CPU isn't even working with 50% usage.

But when i'm outside the major city, like in some other low populated area, i can easily see my FPS going above 100.

I lost so many time thinking and researching how to solve this, i just hope like you that this problem is related to the game and not with the card.

Cya!

I still drop to 30ish fps in stormwind. But, I can easily reach 120fps in every instance and 90+ in everything but the major trade cities.

SSD all the way.
I noticed HUGE improvements in FPS across the board with WoW, with my Vertex3.

Hmm, I don't think HD throughput will affect WoW fps unless you're getting hard drive thrashing in new areas.... Most new SATA 6gb/s drive will not have that problem.

I've tried WoW on SSD before and the main thing I noticed was insanely quick load screen times. Didn't affect my fps at all really.
