And no, OP i would stick with the Corsair... its a good PSU you wont have to upgrade and you can reuse for future builds.
The Cougar power supplies on Newegg have substantially better reviews and ratings than the Corsair power supplies. But, the OP can overspend on a PSU if he likes. Just my 2 cents.

Yea a hyper 212+ for like 2 bucks then you can replace the fans if need be... that should be fine for you.

Sabertooth is a great board but I recomend a P8Z68-V Pro if you wanna spend $200 for a board you can always get a non pro version for like $130 and there is different stages.

Z68 is the new hottness. p67 was great and still is. Just look up the features of the board

I have been messing around on Newegg for you since my first post in this thread. Honestly, you are not going to hit your goal keeping the i7 - 2600k and the 580. Those are seriously holding the price back from reaching your goal. I can get to about $1,400.00 but not any lower.
