NZXT Phantom Fan Controller Problems

Maybe its just me and ive become acquainted with sound of my machine but i recently took out a fan because it was making crazy clicking and rattling noises (i assumed it was broken) so i replaced it with the same fan and all hooked messed with a few wires to get it plugged in. Now it seems the fan controller turned all the way up is way to quiet. I dont know a way to measure fan speeds outside of plugging it into the fan headers on the mobo. I did replug the crappy molex connector that comes with the built in fan controller to no avail. Any help?

To be honest the controller that came with the phantom is below average. It feels to me that at low speeds it is supplying unstable current or something as some fans make noises, depending on the make. I've tried a scythe controller for 30USD and I was able to turn the fans from off just enough for them to kick in, and the same fans made absolutely no noise.
Not too sure about the rpms as the phantom controller has no way to output that information to the computer, it only draws power from the molex plug.
