Yep, PSU was off and unplugged and I left the CMOS battery out for about 15 minutes.

What I find extra weird is how the clock speed just won't go above 1.6ghz no matter what: http://i.imgur.com/1x1ES.png

Wow. Would it be likely to think you might have gotten a dud (either mobo/CPU) ?
