It doesn't matter in BC2. I've used all the bolt actions in CQC with acog/rds. Their damage range is practically identical at almost all ranges, but other differences come into play. The M95 can hurt light vehicles like Humvees, ATV's, copters, etc. But then you have other bolt action snipers like the SV98, M24, GOL etc. SV98 is the best for up close due to it's 10round mag and it being the fastest to recock in between shots out of all of them (while M95 is the slowest).

BC2 did it right with the gun balance for the most part. The only real thing that would determine weapon damage in any FPS if one were to go the realism route is rate of fire, and type of caliber round, one could argue muzzle velocity as well if game developers decided to add that into the equation. Many modern FPS Games will have the obligatory 5.56x45's, 45 acp's, a 50cal here and there, 7.62's of all versions, 9mm, and slightly rarer ones like the 5.45x39mm seen in the AEK-971, etc. But for the sake of game developers, they chose to toss around some damage values range values to make one seem better than the other irregardless of caliber. Look how many weapons existed firing the 5.56 alone in BC2? XM8, F2000, AUG, M16A2, M416, SCAR-L, XM8-C, M249 SAW, MG36, XM8 LMG = but they have different damage more or less at various ranges, but the main difference seen rate of fire, their recoil.

The developers usually realize that game balance has to eventually surpass realism even if it's only a small amount. Otherwise we'd just have 1 type of weapon firing each type of caliber round and make the game sort of limited in terms of weapon diversity. That's why you can see so many weapons do various forms of damage. How Op would a game be if the 50cal Beowulf Assault Rifle be in game? Or like in MW2 a extended mag AA-12 with the ability to equip slugs on it? Not very fair.

Yes, and that is only .223 inches diameter. The 45 caliber UMP (.45 inch diameter) uses a bullet twice the size in diameter.

Believe me, if you got shot by a .45 you wouldn't be in very good shape. There's a reason why a number of SWAT and elite military forces never stopped using M1911 variants.
