Pentium Dual-Core E6300 Reporting wrong speed

I seem to have found myself in a bit of a snag. My E6300 Dual Core who is clocked at 2,8 is running at 1,7. Its at a multiplier of 6 instead of 10.5 which is its normal multi.

This is what Cpu-Z is saying:

Nowhere in my BIOS there is an option to lower(or even try to modify) the multiplier.
I raised FSB from stock 266 to 287, but had to put ratio at 4:3 so one of my old DDR2 wont get OC'ed(its stock is 266 so yeah).

Is my CPU defective? Is my mainboard? Windows 7 is reporting it right at 3.01 GHz but 7 is the only one who is seeing it. CPU-Z, Everest, 3D Mark and Core Temp all see it at 1.7.

Intel speedstep is probably turned on in your bios (slows clock down when there is low demand)

what does zcpu say when you are stress testing your rig?

Moves up a bit...Instead of .5 its at .7 . Yes I have it turned on...But with it off it is the same thing. Had both cores at 100 percent for about 5 mins...Temperature ran up a bit(never hit 50) but nothing else that was notable.

Ran Super Pi for 1M, finished in 46s, both cores at 100 percent, only thing that moved was FSB. Multiplier remained 6.
