I'm confused, isn't this how all game servers work??? I've never bought one myself, but have been involved in clans and with people who have, and I always thought it was charge per slot...

No it isn't.

Normally, you pay for the slots and that's it. In this case, you're paying a flat fee, and then for your slots.

Probably some EA commission or whatever.

No, here's the difference. This ONLY APPLIES TO DEDICATED SERVERS. OK, so when you inquire to rent a game server from a server company, you can either rent just the server space to run this one game (that's the pay-per-slot system you're used to) OR you can rent a dedicated server. The difference is the dedicated server is a server that you have total control over. You can put whatever games you want on it and you're the only one using that server. You pay a large monthly fee for this, but again, you can do whatever you want with it (I think what used to be typical is a dedicated server could handle something like 256 slots and you could divide that out to whatever games you want in any groupings you want). The pay-per-slot rentals are actually sharing a server with other renters (like one server could be hosting four 64-slot BF3 "rentals" and you'd be one of them along with 3 other people).

So what this announcement is impacting is those people who rent dedicated servers who were accustomed to simply paying one large flat monthly fee to run their servers as they see fit. Now the server providers are apparently going to charge those people a per-slot fee just for BF3 on top of their normal monthly charge.

As far as I know its been the case with all battlefield games that only certain server hosts could run ranked servers.

I don't think you'll be able to, I think they said that only certain providers will be able to host, and you'll have to pay to rent one from them, a la BFBC2.
