ping skyrockets randomly

i've been having a ton of ping issues lately. while gaming, ill have a ping of 60 then it'll just skyrocket to 3-400 in a matter of seconds. i have no idea what would be causing this. i've called Time Warner techs to see if something was up with their phone lines and they say everything is clear. but running tests on their site, dslreports and speedtest.net, all have given me pings in the 3-4 mark. worse it's gotten is 500ish.

to make matters worse, my internet has been going EXTREMELY slow. pages will eventually time out, until i hit reload and they pop up like nothing has happened. this has been going on for like 2 months now. but the ping issue is recent. they're coming by my house to switch my router/modem but i have a feeling that's not going to do anything and the problem is with the wiring outside.

anybody have any idea what might be causing this? it's not a problem with my pc because this is happening on all my computers (1 windows laptop, sig rig, and macbook pro)

Do you have any BitTorrent clients open 24/7? I notice my ping goes up really high whenever I'm uploading something.

nope, nothing is going on with my internet in terms of downloading.

i went on pingtest.net and it says im getting packet loss of 60%.
