System question: Load balancing

If my CPU load is not 100% and my GPU load is not 100% Is there something else bottle necking my system, or is this just a case of games/drivers not being optimized well enough ?

Also I have tearing in a lot of games because the FPS get so high, so I enable vsync, thus lowering GPU load, however it seems my temps are staying the same
and act as still under a heavier load. does vsync help the card load or is it just waiting and still running at max speed ?

Welcome to OCN. So, first of all it may be that the load you're using doesn't stress both the CPU and GPU at the same time, launch furmark + prime and you'll see them both at 100%. While in 3D more, Vsync or not, the card is at full clock speed and voltage; if the card is @40% or at 80% it should make a difference in the temps IF the cooling stays constant; if at 40% load the fan tuns at 20% while @80% load it turns at 40% you might see little temp difference. Vsync helps with the tearing and diminishes load on the card which should make it consume less, so it's a good thing to have enabled if 60FPS are enough for you.

Yea, I know programs to burn test will bring it to 10o% However it seems no game brings my processer or my GPU to 100% load while still bouncing around 100 to 60 fps, even the few games that brings me down to 30 to 60 fps I am not getting 100% load, most is at 70% on the cpu.

I am starting to think its the pipe on the motherboard that is slowing me down, or could be just the game.
