about my seasonic s12 ii 430B is too loud

I just bought this PSU about 1 month

And I realize that the PSU fan is too loud, I use Aida64 for monitoring, and the fan rpm for my PSU is constant about 1400 rpm in either idle or load condition

is it normal that way? I think this PSU have smart fan control and idle below 1000rpm

any tips???

That should be one of the most silent PSUs on the planet, it most certainly shouldn't stay @1400 no matter what. There are two possibilities - either it could be mounted / arranged better or it is faulty. Could you post a pic of your rig case opened so we can see how it is placed?

cheers
