Do not use Overdrive to control fan speed to interfer with Afterburner.
You don't have to set fan profile for each card. You can use one setting for core/memory/voltage and fan profile > click on Sync for all cards > apply > apply overclocking at system startup > done.
If you set csutom fan profile in Afterburner, don't use the slider. Look in the settings, you won't miss it, check each tabs everything is there.
After that if the second card will not take instruction from Afterburner, open up GPU-Z. But do the basics above first.
Disable ULPS if Afterburner is used.
To change ULPS:
1. Go to regedit (start > search programs and files > "regedit")
2. In drop down menu > find file > type "enableulps"
3. For ALL instances (keep pressing F3) change the "1" value to a "0".
4. Restart PC.
