Yet again, you are correct though. The FX8120 is obviously higher leakage than the 8150 is (at least the majority). That's the way things have always been though.
...but the odd thing is that both have unlocked multipliers.
One would expect the 8120 to have a locked multi.
Some people may say...
"Well the 1090T and 1100T both have unlocked multipliers, so what?"
Both SKUs weren't released at the same time.
AMD had to mature the process (took several months).
