Low 12v reading using a hardware tester

I have been having intermittent issues with my computer crashing and then refusing to boot back up. It starts to post but it freezes.

I have tried different ram, hard drive, video cards, bios upgrade, new processor.

It will continue to do this even with all non needed hardware disconnected, and removing the cmos battery does not help.

It has been doing this for about a year now, it does this without warning and seemingly randomly. After about a day or so it will boot normally and work normally even with all of the hardware plugged in and turned on.

This leads me to believe that it is either the power supply or the motherboard.

I borrowed a hardware power tester (It is a coolmax if that matters) The -12v reads 11.1-11.2, the +12v1 reads 11.3-11.5, +12v2 reads 11.6.

The +12v rails seem to be almost within spec (+/-5%) but the -12v rail seems to read outside of spec. What do you guys think, power supply my problem?

Note: It is the sig rig.

The -12V rail doesn't matter really, I have read one time what it's suppose to be doing and why it doesn't matter. For example my PSU can't manage to keep it anywhere near -12V, it's between -5V and -4.08V.
The +12V on the other hand matters a lot and 11.6V and below can be too low. It might be within specs up from 11.4V, but that doesn't seem to matter much on newer boards, some are unstable at 11.8V.
Third thing, that PSU shouldn't have any problem keeping your rig at a solid +12V as all your components don't amount to more than 200-300W. Your PSU might be dying by the looks of things.

I think Im currently having a problem my self with a PSU I bought for a friends rig build. But I am not reading bios voltages by meter, as mine killed it self. Going by bios and software v12 is around 11.8v when I would stick the vcore up to 1.450v on a PII x4 820 and it would dip in the bios to 11.70v which is discouraging as its running a 700watt psu. But this will just out of no ware shut down @ stock!

Now is this with a overclock if so drop it down to stock and see if it still does it. If it does your psu is definately losing its ability to make power, if a different psu has no problem. And even if it does stop crashing @ stock then it still is a problem as it will eventually do it at stock ALOT sooner too.

You can't really rely on those PSU testers. If you want to be sure, use a digital multimeter.
