PCI and PCI-E at the same time?

I have a machine with an ATI Radeon HD 5570 PCI-E card. Since it appears to be incapable of using all 3 of its outputs at the same time, I decided to toss in a radeon 7000 PCI card so I can have 3 monitors. But, I can't seem to get both cards working at the same time. It's either one or the other, through the BIOS settings. This all in a Dell Dimension 5150... running Windows 7... Any thoughts on if and how this would be possible?
