New to water cooling, some questions

Don't know many people that water cool. Is the difference between water cooling and air cooling big? Do people usually buy the seperate parts or get the entire water cooling system? Also a bit less significant and important, but you can replace those tubes right? Because water cooling with those cool blue/red/other colored tubes look awesome with a side windowed case

yes you can replace the tubes..my water cooling is outside of case,however..i just use clear-flex..37c a foot @ home depot

You can buy a kit for water cooling like Rasa kits and yes you can replace the tubing with alot of colors
As for air vs water its the load temps that water shines on

It takes more time then air cooling and cost's a bit more. Seperate parts is the way to go most of the time but you can buy set's. Tubing color is up to what you buy. Red/Blue/UV you pick it and you cut it.

Does it just cool the CPU or does/can it cool other components/the entire case? Does the length of the tube determine that?

No you can add to your loop by cooling your GPU, Chipset on mobo, and ram if you want. But the more you cool the more radiator you need. Every block needs 120.1 rad. So if your cooling two video cards and a cpu you would need 120.3 to cool

the kits are the cheapest way to start though they have limitations for setup.
Going full custom isn't cheap but you get to pick and choose which bits you want and thats where the money goes as you can get a res for £20 or £120 depending on what takes your fancy fittings £2 or £6
