So this isssue appears to be solved.

The boot would have the VGA LED remain on.

We proceeded to remove the drive, burner and other unnecessary components except for the video card, cpu, mobo, and ram. The VGA LED remained on at this point as well.

Since I didn't have spare components lying around we unfortunately had to bring it in to a local computer shop where it was determined that the ASUS motherboard was the problem. This was replaced and the problem seems to have gone away!
